The war in the North West and South West regions of Cameroon has brought to the attention/notice of the government of Cameroon many villages and chiefs not known or loyal to the government of Cameroon.

A research (the Solowayne.com blogging crew) conducted 3 years ago (i.e. 2015) revealed that the number of villages and chiefs in the North West and South West regions has doubled i.e. from 1995 to 2015.

In 1995 the government of Cameroon passed a law prohibiting the creation of new traditional chiefdom thus any traditional chiefdom established before 1995 is not recognized by the government of Cameroon and aught to be integrated in to the administration or be destroyed completely (in case of any resistance). In a similar manner, any traditional chiefdom established before the aforementioned date but not loyal to the government of Cameroon aught to be integrated in to the Administration or also suffer the same fate.

 In a circular letter addressed to regional governors, Senior Divisional Officers and Divisional Officers, the minister of territorial administration, Atanga Nji Paul, enumerated traditional rulers who are auxiliaries of Biya's administration.

It will surprise you to know that many of the villages set ablaze by the Cameroon security forces as well as the traditional rulers are not known to or recognized by the government of Cameroon which therefore makes the implementation of the scorched earth policy (the act of burning down of houses by the Cameroon security forces) legal in those areas.


Degree No 77/245 of 15th July, 1977 governs the organisation of traditional chiefdom in Cameroon.

Chapter II of article 19 of the aforementioned decree, clearly stipulates that traditional chiefs have the responsibility of assisting the administrative authorities in their task of supervising the population under their control.

The villages set ablaze by the Cameroon security forces are not auxiliaries of the administration or the traditional rulers of such villages are not working in accordance with article 19 i.e. the illegal chiefs are loyal to their "ancestors rather than the government of Cameroon (president Biya).


Those mushroom villages set ablaze are acting like an autonomous state (having their own prisons, local security forces, collect taxes from subjects and set laws which sometimes contradicts those set by the state)...which is against Degree No 77/245 of 15th July, 1977.

President Biya is the fon of all the fons and the chief of all the chiefs in Cameroon..thus any traditional ruler of any village in Cameroon (irrespective of its location or size of its population) has to be answerable to Biya's administration as stipulated in Degree No 77/245 of 15th July, 1977.


The anglophone problem has given the Cameroon government an opportunity to revisit and effectively implement Degree No 77/245 of 15th July, 1977 (which governs the organisation of traditional chiefdom in Cameroon) thus the burning down of houses in the two restive regions has nothing to do with the Anglophone crisis. The government of Cameroon is just trying to kill two birds with one stone i.e. the Cameroon security forces are fighting the Ambazonia defense forces and at the same time implementing Degree No 77/245 of 15th July, 1977 (which governs the organisation of traditional chiefdoms in Cameroon).

The mushroom or illegal villages which are not loyal to the administration, are often breeding grounds or hide outs for thugs hence the reason why most of the illegal (mushroom) villages are the epicenters of the violence against the Cameroon security forces.Anybody who knows the reason why Sodom and Gomorrah were set ablaze by God will also understand the ulterior motive behind the burning of houses in Kwakwa and other villages.


Nevertheless the Solowayne Blogging crew condemn the inhumane method used by the Cameroon security forces to implement Degree No 77/245 of 15th July, 1977 (which governs the organisation of traditional chiefdom in Cameroon) and call on the Cameroon government to suspend the implementation of Degree No 77/245 so that their action should not be perceived wrongly.

We also call on the government of Cameroon to set aside budget for the reconstruction of the dilapidated thatched houses burnt down by Cameroon security forces which wont cost more than 100 million Franc CFA.
